BBC World Service
BBC World Service is an international broadcaster owned by the British Broadcasting Corporation (BBC) and funded by the British government through the Foreign Secretary’s office. It is the largest external broadcaster in terms of coverage area, languages covered, and audience reach. Currently, the BBC World Service has nearly a billion listeners worldwide. However, with increasing numbers of users around the globe, its reach is declining. Despite this, the service is still one of the most widely-listened to broadcasters in the world.
The BBC has been broadcasting its news and current affairs programmes to audiences around the world since 1932. The BBC’s programming is available on shortwave and FM radio relays as well as Internet streaming, podcasting, and satellite. In the US, BBC World Service shows are recorded for retransmission on C-Span Audio 2, a 24-hour service. The BBC also used to broadcast in German, but this program has been discontinued due to lack of listeners.
The BBC World Service was based in London’s Bush House between 1941 and 2012. It expanded its broadcasting languages in the late 1940s and added a relay in Limassol, Cyprus, in 1957. In 1965, the BBC formally changed its name to the BBC World Service, which was then broadcasting in a dozen different languages. In the later years, the service added relays on Masirah Island in Oman and Ascension Island in 1966 to serve African audiences.
The BBC was given an ultimatum by politicians to choose between funding the World Service with licence fee funds or with a different source of funding. The licensing issue remains unresolved, but some senior managers at the BBC saw the benefits of greater independence. The release of ODA funds is part of a wider exchange with OECD and Whitehall. There’s no doubt that Annan’s endorsement is a big boost for BBC World Service, but there are still many questions to be answered.
The BBC’s overseas broadcasting services have been shaped by global events and the evolving relationship between the UK and the world. ‘Global Britain’ is a recent iteration of this relationship. The BBC has a global reputation as a trusted, independent broadcaster and is uniquely positioned to address concerns about fake news and misinformation. This implicit mission is particularly important given the growing global nature of news and information. The BBC’s global mission should not be under any government influence.
